Only if it's run as a trap. We announce that simulations will happen (without saying when), avoid lures that exploit personal anxiety like bonuses or layoffs, and never publish individual names. Someone who clicks gets a 60-second coaching page, not a message to their manager. Programs that shame people produce staff who hide their mistakes, which is the opposite of what you're buying.
Click rate is the less useful number. A well-crafted lure will catch capable people, and driving the figure to zero mostly means the simulations got easy. Report rate is the metric that predicts real-world outcomes: how many people flagged it, and how quickly the first one did. That's what we track and what we'd put in front of your board.
